Every schoolgirl in Tokyo's Minato Ward knows about the Sailor Sukeban -- a gang of young female delinquents so violent and dangerous that the Tokyo Metropolitan Police Department has assembled a task force specifically to investigate their crimes. No one knows their names or faces, but there are whispered rumours of bright eyes glittering above surgical masks, of an abusive boyfriend reduced to snivelling tears by a bicycle chain wielded by a bleached blonde, of a hulking beast of a girl who broke the arm of a molester on a packed subway train only to vanish without a trace into the shocked crowd, of a lit cigarette burning holes in a notorious bully's expensive new coat, of crescent moons scrawled by desperate hands in the darkest corners of middle school toilets (help me please help me I can't take it anymore).
In this world, love and justice can be hard to find...but fortunately, there are those who will still punish evil, on their own terms.
